Jakarta Council Begins Deliberations on New Population and Housing Bylaws

The Jakarta Legislative Council held a plenary session on Friday (21/8), featuring the Governor’s formal address regarding the Draft Bylaws on Population Control and Public Housing.

Plenary session scheduled for Wednesday (8/26).

The session was presided over by the Jakarta Legislative Council Vice Chairwoman, Ima Mahdia.

"By saying Bismillillahirrahmanirrahim (In the name of God, the Most Gracious, the Most Merciful), this plenary session is officially open to the public," she announced as she commenced the proceedings, Friday (8/21).

Bapemperda Eyes 20 New Bylaws This Year

During the session, Jakarta Governor Pramono Anung delivered an official address and formally submitted the two strategic draft bylaws to the council leadership for joint deliberation.

She explained that the Population Control Bylaw is a vital response to the evolving dynamics of population growth and distribution in Jakarta. This bylaw is envisioned as a legal cornerstone to ensure that population management is targeted, integrated, and data-driven.

With a targeted and data-driven approach to population control, we can better enhance the quality of life and ensure equitable service distribution for all Jakarta residents," Ima explained.

In response to Jakarta's rapid expansion and limited land availability, the Public Housing Bylaw aims to provide a sustainable housing solution. The legislative and executive are committed to ensuring that these residential developments meet the highest standards for habitability, health, and safety.

These two bylaws were previously included in the 2026 Jakarta Bylaw Formation Program (Propemperda). Following a Steering Committee (Bamus) meeting between the executive and legislative branches on July 28, 2026, the deliberation schedule for both bylaws has been officially set for follow-up.

As the next step, the legislative will meticulously examine the details of both bylaws. Their formal responses and general viewpoints will be presented in a plenary session scheduled for Wednesday (8/26).
